Burundi's Energy Outlook
Burundi still has one of the lowest electricity access rates in the world, estimated at 26% of the population (12.3 million people), well below the average of 44% in sub-Saharan Africa. The access rate remains extremely low, at 17.6% in rural areas, for an estimated population of 10.9 million people living in rural areas. Burundi's grid electricity supply is marked by significant performance difficulties. At the national level, only 20% of electrified households benefit from more than 23 hours of electricity per day.
Evidence from the World Bank shows that the penetration of quality-verified off-grid solar products remains low mainly due to affordability issues, estimated at 5% of the potential market. This means that a significant amount of household income is spent on kerosene, candles and phone charging.
Limited access to clean and modern energy technologies continues to constrain economic development. Small businesses—particularly in the agricultural sector, which employs over 90% of the population—face significant barriers to improving productivity, diversifying income, and building more resilient livelihoods.
